Wait, when you say a collector, do you mean someone who tries to find many different mass-produced plushies? Because in that case I'd expect most of them to be available for way less than $670, so they would definitely have their work cut out for them just trying to get the more common ones. But for someone buying a one-of-a-kind plushie, and getting one rather than trying to amass a collection, the price probably makes a lot more sense.
I can kinda relate to this whole thing because I basically collect Rubik's Cube-like puzzles, and I have a pretty large number of mass-produced ones now. Most of the mass-produced ones are somewhere in the $15-$50 range, and each different puzzle does have its own challenge, so it's not too crazy. But there ARE puzzles people make in batches of one to a few, often with many pieces or very complex designs, and they can literally go for thousands of dollars at auction. A couple of years back a Petaminx went for $3550 (link). And yeah, to me this is pretty ridiculous, but there are people who will easily pay that much for something unique. (As an amusing aside, the same puzzle is now being mass-produced and can be bought for under $250. No, I still don't have one.)
