New years isn't arbitrary.
At one point it was a celebration that the sun doesn't disappear forever, although that time happens our christmas day now, but the gist of celebrating new things comes from old rituals of celebrating winter solstice which is just a week earlier.
Keeping track of time is necessary for communication.
The idea of creating a clean slate or starting anew are parts of other ceremonies. Catholic confession comes to mind. New beginnings and whatnot, good for mental health or something.
