A lot of teachers seem to bump up grades if everyone does poorly otherwise it'll look like they aren't teaching too well.

Over in my school district there is a maximum of 25% failure rate allowed per class. Certain teachers have 70%+ failure rates. They are then forced to curve every test by 20 points. :P

Jesus they had to bump up everyones English 12 provincial mark (worth 40%) by 5% this year because of the 60% fail rate lol
