I personally think this bill is fine as is. It is the duty of the judicial branch to interpret a law to fit the situation presented to them, and it could easily be that judges could decide to overlook benign situations that don't come to a head, instead filling their docket with cases like that of Hope Witten.
I think the article makes mention of this being a rewrite of an obsolete bill that was worded to take aim at obscene phone calls, so good on them for trying to change with the times.

At the very least it needs to be seriously re-written. It'd be better if it didn't pass at all though because it's already illegal to stalk or harass others -- making a special "ON THE INTERNET" version of that is redundant. When existing laws work, don't introduce new ones.
