Put the song in a folder with a .sm file (which you can make in notepad, read the stickies) and place the folder in a subfolder in Songs within the Stepmania Program Files.

Go to the .sm file for the song's BPM you want to edit and where it says
          #BPMS: 0.000=

put the song's BPM after the equals sign down to the thousandths.

are you in the SM editor? The BPM is displayed to the left of the measure lines. f7 and f8 change the BPM at the current beat. If you want to change the BPM of the entire song, you have to be at the very first beat.
