The stepmania tools and package exporter has an option at the very bottom of the window... i use stepmania 3.9 for that. Choose the mp3, and open the main stepmania program... check the My Creations folder, inside the edit or sync a song option... Something of that sort.
Good luck, the synchronizing of the beat of the song, to the steps, will be a challenge for you at first.
http://www.stepmania.com check the options on the left side of the screen, and find the option Faqs and Tutorials, inside that is a list of tutorials and frequently asked questions... from there find the create a song option, and click it.
