WinBPM is a program that works by playing the music, then run the actual winBPM program and manually tap the spacebar along with the beat of the song. This means you need to be able to detect the beat (with your ears) and tap to it accurately using the spacebar. Usually you can round the result to the nearest whole number and use that as your bpm.
I'm not confident in my accuracy, so I use a program called BPM ProScan. It's pretty reliable, except (of course) on songs that change bpm. I don't know the exact website; try Googling "Softjock Audio" or "BPM ProScan".
