I actually downloaded it and played it. It was kind of fun...

...with the music off.

If you had actually bothered to make some of the arrows follow the melody I'm sure it would have okay with the music on, too.

Why is this the case?
First of all, the song is syncopated. Meaning those 16ths in the beginning are blatantly wrong. They do not go with the music at all.
Next, I don't know if the background string sound is 24ths (it didn't feel that way), but regardless you used them at the wrong time.
As a general rule for beginning stepping, when there is a melody, step the melody.

Overall you actually have potential. I do admit the file was fun with the music off. I suggest you try something with a simple fixed BPM like a techno song, and really work on getting the arrows to work with the music.

The first thing every file needs is the correct BPM, which this file doesn't have. The weird 24th stream was an ok idea, but it didn't match, and after the first measure or two, the music changed, and it didn't fit at all.
