This is, basically, for people new to the simfile-making scene. It's a way to advertise new sims and new people.
Let's say that there's this guy who makes awesome files, and uploads it onto the FFR Simfile Database. Due to the amount of crappy files uploaded every single day, there's an exetremely high chance that the file will be overshadowed.
This pack, if created, will be to take maybe 20-30 sims (maybe less) that are really good for first time steppers, each by different newbs. That way, if they come out with another file, people can think automatically, "Oh hey, I remember that guy. He had a file in the Aspiring Newb Pack, and it was good. BRB Downloading."
