Do you think it would be possible to make it a requirement to enter the difficuly when submitting a simfile or have a scroll down menu to choose from 1-15 becuase I was searching for good 9 footer songs to play with my metal pad and I have noticed alot of the simfiles have no difficulty entered for the song.

Song difficulties aren't the end-all. Some simfiles have both pad and keyboard difficulties on them, after all. Like, say, this one is listed as a 13 but the heavy is a 9 footer:
