making a song/need simulator?

I was wondering that do you REALLY need a simulator to make your own dance moves to a song and can you play it with out a simulator??? I've heard that you can make it with notepad, and i think that i do need a simulator to actually play it, like stepmania or something. PLEASE HELP ME!!!

Don't use notepad to make songs. Hyrogashi did that and see what his files were (see: HELLBEAT, Uber Rave v1, For FFR, and a couple others).
You obviously need an engine to play the files. What good is a video game without a console to play it?

So yes you do need Stepmania or some other simulator.
