Ok, to clear up some things.
Stepped by D12rwin, very secluded member of Vocamania from Japan, makes quality simfiles. They made the same simfile of an hour, this is way more doable, here's the thread. Consider this the same shit but only 1 hour. D12rwin also posted this screenshot of the Edit difficulty in the hour mix, same difficulty you'll find in the 10 hour catastrophe edit. (Jumpstream, 'nuff said).
It's a legit file that started as just a 2-3 minute file, can be found in Vocaloid Collaboration Project 5. Here is the file, it's THIS but looped for 1 hour/10 hours in the challenges. This is also D12rwin's channel.
This is Oni/Challenge, not Edit. The Edit has more jumps/jumpstream.
I don't know who the hell told you this stepper was filipino. They're Japanese and not well known because they rarely get comfortable in communities. And D12rwin does not recommend anyone to play it, I would recommend two people do it on alternating hours. It was simply a request. Made by me. The hell I'll play it either, I just wanted to see if it could be done and go down as the longest simfile in history, with music (pokes Icy).
