Bufang (aka CosmoVibe/stargroup) and I have talked about how difficult it is to get submissions KBO-ready. We face a pretty annoying problem: Bufang has a pretty specific criteria for the solo files he wants on KBO, but there are so few people who can make files that meet that criteria.
90% of the time when someone submits a file, this is what happens: the judges (usually Bufang as of late) take a look at it, and they have quirks with the file. It's never usually major issues, but it's definitely enough to warrant a reject. These quirks, though small, are hard enough for the author to correct that they just give up submitting.
So I've tried this idea of Open Submission.
Open Submission is where you submit a file and say "ok, here is roughly my work. You can edit the **** out of my simfile to make it KBO-suitable, I don't care."
Most people don't like this idea because they are used to their charts being final, but this is how file submission worked on O2Jam, if you were around when that game was popular. They had a team of people revise charts to make them meet O2Jam's stylistic criteria. If you wanted your chart on there, you had to go through them. My Gaussian Blur chart was pretty different before it got on the game.
To make this idea of Open Submission really go through, we need a Simfile Czar. This is someone who has so nailed the KBO style that he/she (let's be real, probably a he) has carte blanche to revise any chart to their discretion to speed up the pace with which charts get on the game. If you've ever looked at a pack and thought "wow, there are so many charts here that would be awesome if I could just change a few things about every chart" this position will probably be for you.
With a simfile czar we would lower the niche aspect of KBO's submission system and, hopefully, create a system where new charts could be added every week. Right now, you have to be very, very exacting to get a chart on KBO. If we have a czar, you could simply get the approximate feel of a chart and your work would go to good use.
