Copy what's in the code box, paste it into notepad, and save that as GamePrefs.ini and put that in the data folder.

edit: And btw, the other files Halogen thought you were missing is generated after you run the game and make changes to some things. edit: Actually for most, you don't need to make changes, you just need to get into the song selection for the files to generate.
