Needed: Good .avi converter (or conversion)

I got a good video recording, but it's ridiculously huge (1/4 gig). It's almost 4 minutes long, the full length of a song I want to step soon, and I'd like to be able to submit the video to go along with the steps. Tried Super, but didn't pay attention to FPS when converting to MPEG, so it went from 20 FPS playback (original recording) to 25 FPS and playing too fast (conversion). So basically, I need either:
    A. A good converter to use instead (freeware preferably, I don't convert files that often)
    B. Suggestion of a conversion to use on Super that would work (with 20 FPS option) from someone who's good with the program

    (If this helps any)
    Original recording
    Frame rate: 200
    Actual rate: 20

    Conversion
    Frame rate: 25
    Actual rate: 25

try this. this is what i usually use to convert videos.
click "the rad video tools" to download

RAD Game Tools' web page. RAD makes Bink Video, the Telemetry Performance Visualization System, and Oodle Data Compression - all popular video game middleware.
