how do you make steps have 15+ difficulty?

Im wondering how people get their files to have 15+ difficulty, like Death Moon Edit(which has 21 diff.)

Go into the .sm file and change it manually.

or u can edit the steps in edit steps mode and make it harder (chose witch steps u choose)
