That comes with knowing a little bit about stepfiles, which, if you stay around StepMania long enough, will come to you.
Try looking at the other songs in your SM library and get a feel for the kinds of things that separate an 8-footer from an 11-footer and even a 15-footer. Eventually you'll get the hang of it.

I've thought for a while that SM files should be rated out of 25, with a scale like this (note that I've never played ITG and don't know ITG ratings):
1-6: DDR ratings
7: DDR 7 to low 8
8: DDR mid-high 8 to mid-low 9
9: DDR high 9 to (stuff between Max 300 and Cartoon Heroes in difficulty)
10: 140-150 stream (Max 300)
11: LoM, Duk's Delirium Heavy
12: Emerald Sword, Uber Rave
13: EOML, Delirium Oni
14: Strangeprogram, Brandish Headless
15: X-rated Heavy, 250BPM, TOML
16: Reality, MSWGO
17: X-rated Oni, Trisection Oni, #est Heavy
18: TALMB, Passage D
19: Death Reveals, Disregard, Gigadelic
20: Uber Rave 2.0x rate (can't think of anything else)
21: Death Moon Edit
22: Identity Part 2
23: dunno, maybe like one of the 19's on 1.5x rate or something
24: Road of Death Edit
25: My Vertex Beta Beginner, and anything harder.
