In the Start Menu's list of program, find the StepMania category, then click the item that reads "StepMania 3.0" (or something similar).
StepMania will begin running, and if you have installed any songs, they it will take a minute to load these into memory. Now, you'll be presented with the title screen menu.
Use the keyboard's arrow keys and Enter to select the "Config Key/Joy" option. This will bring up a screen with a list of functions down the middle and three columns of "slots" on either side. The slots to the left correspond to assignments for the left pad, and the ones on the right correspond to the right pad. Use the arrow keys to change the current slot, and Enter to begin assigning to a slot. The third column of slots on each side is reserved for the default keyboard mapping. You cannot make assignments to the third column of slots.
If you use a dance pad, you will need to assign all the buttons of your dance pad to functions in StepMania. Start at the top row and assign keys to the Left, Right, Up, Down, Back, and Start functions. If you don't plan to use pads and are satisfied with the default keyboard assignments, they you don't need to change anything on this screen.
Once all your keys are configured, press Escape to go back to the main menu.
I don't have a dance pad and haven't tried it however...

I figured it out. I didn't need to do anything but change its controller type to "PSX Left Analogue" from digital in the properties menu. Then, I imput the controls into SM, and VOILA!!! A functioning pad.

Yeah, I would have thought it was digital. Digital, however, doesnt read at ALL, which makes no sense....jesus.
