Hard stuff: Fullerene Shift pack.
Nuclear Blast packs are still required reading.

I actually don't feel bad self-promoting my own packs (mostly pack 3, see signature) because people actually play them.

Stepmania still reliably from stepmania.com but I'm sure people will link their more customized themes and stuff.
