I really like the idea of each author managing his/her own simfiles. No one person has to put in a ton of work that way, so if MEGA gets taken down in a year, starting over somewhere else wouldn't be too daunting.
I'm personally not a fan of single simfile databases for a few reasons.
1. Downloading single songs has a limited guarantee of quality control. The way you suggested it be organized helps a bit.
2. Inability to play single songs with other people online. This is why I will never download singles. There is no reason a good simfile should not be submitted to a pack in my opinion.
3. You can already search for individual simfiles in packs. You can use the pack search site or the SMO song search, either one works.
It's interesting how this mindset is vastly different than the mindset over at osu!. What would be nice is a central hub built for stepmania, preferably the stepmania website.

I was working on a simfile database a year ago with some other peeps, but we didn't work on it for a while and then the free hosting we had got cancelled. We had not decided how to handle hosting the thing, which would cost money. I still have the website files, but not the database backup, but it was nothing that I couldn't throw together in a few days anyway.
The plus-side of something like MEGA would be not having to worry about where the files are hosted. The downside is that it's not a "real" website with a community...it's just a site that will let you organize files into folders.
I would like to see something on stepmaniaonline.net for singles, like they have for packs but also accepting user submissions. They seem to have unlimited space and great download speeds.
Since SMO hosts like probably 200 gb of packs already, I don't see any problem with them hosting a simfile database, however it's up to the staff if they're willing to give access to other people to implement a database.
SMO hosting a singles database is kind of a silly idea. You can search individual songs on that site and for most of them you will find out what packs the songs are in, and will be provided with a download link for the pack on that page.
It could possibly be implemented to be a little more clear on how to use it though
except people don't always want to download whole packs.
the main problem i see with the op that nobody mentioned is search functionality. i know it exists in other places, but integrated into the interface would be more ideal, which is why SMO would be a better place to do this.

Making a single files database is probably the best idea I've heard in a long time, definite +1 for this.
