The only reason I bring this up is because the jumpstream at the end of the song is longer and more intense than the one at the end of 300, which is an 11. Thoughts?

300 gets most of its difficulty from the gradual increase in BPM and the particular repetition of a certain pattern that involves jacks. The jumpstream at the very end of the song hardly constitutes the song's FMO rating (it only comes into play when you consider nerves, so random goods are possible).
Hey Hey Monkey requires consistency at the last part of the song with a rather benign jumpstream. That's probably where most of the difficulty lies, but scoring-wise, it's only a concern when you're going for a AAA. Playability-wise, the song's not an FMO and can be easily comboed. -

IMO it's a 10, and actually a lot closer to 9 than 11. It requires very little speed and the patterns are reasonably simplistic.
Mid-10s like Balloon Fever are already a lot harder than this song, and if we're considering songs like Vertex BETA 10s this is in no way 11 for a 160ish bpm jumpstream.
