I have a good idea, although kind of complex, on a good difficulty rating system. I don't think any song should be judged by a human, as every human is different. The best way I could think is to keep track of all scores on each song. Then calculate in the players average rank and overall rank, and calculate a good average ranking of the song. The song's rank would then change accordingly to the evolution of FFR and it's players. I've noticed some songs, from when I started were FMO, now they're Challenging. I find some Difficult songs to be Challenging and some Challenging songs to be Difficult. This system would create an average rank for each song.

I dont think its something that should be tampered with. If there should be a change have it be a more specific level of what there already is (Example: Gameboy Rave - 7.75 or Frictional Nevada 12.5) You get the idea

Well I'd like to see actual calculation method by your suggestion, since from your post I can't imagine how it's done.
But it looks there're some issues on this.
First of alll, average ranks and overall ranks aren't accurate indicators of player's skill.
Complicated dynamic calculation of difficulties like that will require a lot of server source, and considering difficulties are frequently reffered parameters in the game, it will be difficult in terms of this.Comment

There could be two ratings for each song. There could be the 'Game rating' and the 'Average rating'. It'd display both ratings before you start them.
Also, on a side note, I wish the in-game display of the difficulty were a number, not parens. When I use the song list and get a song I don't know, I can't tell it's difficulty because all I see is a bunch of parens!FMO FC's: 7

In the long run a difficulty system based on rating by how well people do on it is self-correcting. If people see a file that is rated too low and think 'aha, I can do this' then try it and do badly, it will be rated higher until it stops happening. If people see a file that is rated too high and think 'wow, this is a XX? I can AAA this easily' then it will slowly be pushed down.Patashu makes Chiptunes in Famitracker:
