I've never known anything about Newgrounds, but that ranking system sounds good. What should happen is that you should play a few games on MP and then the game would assess you based on how well you do instead of who you're playing against (some kind of mathematical formula based on the difficulty of the songs you were playing and your PA), and then you would get an MP level, and you would be forced to play with others at your level for a while until the system can assess your final level.
Or maybe that idea sucks, I don't know, that's the best I got.
