Problem with audio submission forum....

So I finished a kirby remix, and I decided "Hey! this would be great on FFR!"
BUT, when I went to the audio submission forums, there isn't a New Thread button up top left where it is normally located.
Can someone help me out and tell me if i'm doing something wrong, or if there is another way to submit my song?

FFR R1 General Talk -> FFR Songs/Permissions Subforum

The old FFR Song and File Submission forums were retired some months ago and just kept around for nostalgia purposes.
