MP hasn't gone down in months, your problem is that your ISP or a router you have is blocking certain outgoing and incomming connections on the ports that the multiplayer server uses. I'm pretty sure we're running on port 80 right now to help fix this issue in a majority of people, but for a select few, it's still an issue.
We have been unable to determin what software or hardware causes this particular issue, nor how to fix it. For the time being, just hang tight.
