a 403 forbidden error means that the person using the internet is actually restricted from accessing that part of the internet. Usually it's ISP to blame for this because some ISP's will prevent connection to certain websites that they don't like or deem hazardous, but other times if you're using internet on a protected network or an organizational network (like an office computer or school computer,) sometimes the owner of that network will block websites that they don't want people going to. Other than that, I'm not sure what the problem could be.
You should probably contact your provider for the internet and ask him about it. For ways around it, you could probably learn to use a proxy to mask the IP, it may only be your computer that is restricted from it... There's not a whole lot of ways to get around it without trying to fix the internet first.
