not really. blueguerilla stepped degenerates and he wasnt really that great. i think he is now though
I don't believe someone has to be "good" to be a good step artist, but someone who is can have an advantage of knowing patterns better, and making fun and or difficult charts. I'm good at FFR and SM, and I'll see if my files are good when I upload them this weekend; and if someone plays them. =/

Yeah. I agree, it gives an advantage, but it doesn't really interfere..I think it's also a matter of a opinion. Someone can like a Behanjc step as opposed to a Jimerax step, and they're both really good step artists. It's confusing me now. :<

It's not necessary, but it definitely helps. If you are good at FFR, you can recognize the different patterns such as jumps, trills etc and therefore make the stepfile more intersting and fun, versus a person who has little/no experience and makes a boring/dump file.
Well, they should know all the technical terms, such as ladders, doubles, and whatnot. And when and where too place them, and how they affect different styles of players.
First of all, stepfiling is a matter of having time, patience and interest. Stepfilers are generally decent at the game, for they have come to know the game for a certain expanse of time. For this reason, they do have a certain range of advantages which they could adapt to. They will also be able to play the song they created, and understand the pros and cons of their creation, as well as understanding how others may find your stepfile. Also, a stepfiler in the higher regions of gameplay will generally be stepping songs with a higher difficulty range, rather than that of the low. Although many still do step the lower grade songs, thus making many of the easier songs successful and criticism-free, the harder songs are more well adopted to those of the higher ranking.
Stepfilers do not always have to be a great player, although decency will help. Some people are naturally more gifted than others, but one who isn't as gifted, may have the time, patience and the enjoyment of the thought of creating a simfile. Many of the songs created by these range of stepfilers create songs within the mid to mid-high difficulty range. Although being competent in creating a much harder based song/s, it does have the tendency to waver a bit to and fro, rather than from a much experienced player who also have the skills in stepfiling to adapt to.
All in all, you do not need to be a great player in order to create masterpiece creations. However, the decency is still needed to improve step by step, the quality of the work upon which you set yourself.
