even i have no idea. maybe arch will know.... but maybe he found a random mp3 somewhere and just used it. i HIGHLY doubt it's used with permission. but as opposed to the FF7/Chrono stuff, at least this is PD in the first place, and almost no chance of any repercussions.
Would it be V2able or would we have to find another mp3? (I ask this theoretically because I think any properly layered version would still be dumpy because the song is too complex for 4 arrows IMO, but it is a pretty good quality recording of the song).

Ive got all the arrows in place. It's perfect PR too because I have the sheet music sitting right here.
Now, syncing it. I'm about 14 measures in. It's going decently well. Expect me to do about 30 or 40 measures, get bored, and finish the file in like 2010. Its not like anyone else is going to be trying this project anytime soon

What exactly does it mean to step a song PR? I know it stands for Pitch Relevant, but that doesn't help me. I just like knowing how things work, a brief explanation would do.

It's a bit more subjective than that, but yes. There's lots of variations you can use and different patterns you can use for different note denominations to get the same effect.
Plus there's the down > up PR theory (more of a pad theory than KB) to complicate things. Pitch relevancy is more of an idea than a strict set of rules.
It doesn't neccesarily have to be low pitches to the left and high pitches to the right, it can also be the technique of repeating a column for a particular pitch that is repeated in a given section of the songs.
