I think you are referring to speed mods. In the game above the song genre, click settings, you will see 1.0x, 1.25x, etc. I think that is what you mean. They make the arrows scroll faster. They tend to make it easier, use them.
Don't go anything higher than 1.50 unless you know how fast you can play at.

Personally, I started at 1X. As the levels got harder and faster, I upped my speed mod so I could read it better.
I agree with the earlier post, start off on 1X, 1.25X or 1.5X before you aim for something higher (if you have to).
If you plan on staying at x1 or x1.25 (or even x1.50 if you can't read it), screencut and you'll do a million times better than without it.

I'm thinking that past 2x it must still be pretty hard because the arrows just fall too fast, evej if the gap is large. IMO 1.50 or something would then be best; but then, I'm new, and I suppose it's also just a matter of player, taste, practice, and skill. Personally I'm at 1.25 right now and it's great for now.. although I haven't gone past the Tricky songs yet

Screencutting is where you scroll the screen up so that you can only see part of the game window (commonly scrolling about half way up). This was a normal practice and effective way of reading the arrows easier BEFORE we got speed mods.
And bout what speed to use, the faster the speed mod you can play on, the better. You just can't make huge jumps. Start at 1.25, and when you're comfortable with that, then do 1.5, etc. and just progress until 2x. Each time you take a step up the speed ladder, however, you will lose a bit of skill because your mind is used to the old speed. Just play a dozen songs or so to get back on track and after a while you will notice a PA increase.
