How do regional updates work?

I'm wondering what you need to do in order to update the regional ranking. I used to just visit/refresh my levelranks.php and it would update but it seems to have been frozen for the past few days, are they done manually by an admin ?

Edit: I've just noticed an update now but I can't figure out why.

Regional Ranking works by average rank. To refresh your Average Rank go into your Level Rank, it should update if you have better ranks added. Your Regional Rank works by the fact you have the best average rank so if:
#1 Paul = Average Rank 1
#2 You = Average Rank 120
#4 Momp = Average Rank 18583

and you update your average rank to 60, you Regional Rank won't change. i hope this answers your question.
