Yes.
Certain people have a converter application that allows them to convert .dwi files into flash that is then able to go into the game. Just send Tass and Shash your .dwi files and they will handle judging it and getting it into the game.
As TheRapingDragon said, you'll know when it's right. You can hear it. When I make stepfiles (I don't submit them because I can only make .rar files) I often find that I need to play the same 2 seconds of the song over and over dozens of times before I feel like the steps are really in time with what I can hear.
Another way that works fairly well is, while you are creating the steps, play the song and press F8 and F4. This will turn on autoplay and assist tick. You can see the computer hitting the arrows and you can hear the claps. Usually, this is a good way to tell if your synced b/c the claps will go with the song. Unfortunately, this doesn't really work with songs by m1dy, Sharpnel, etc. b/c the percussion/bass is so loud that you can't hear the claps.
Imo, finding gap is much easier with a program. It usually takes me all of one minute to find it (to the nearest thousandth second). I'm just not a guess-and-check type of person...
