To me, it looks like it's 2007, but I don't see why it's such a big deal. It's 200x, if that's close enough for you.

Edit: I'm pretty sure if the last digit were a 1, it would be further left, and if it were a 9, it would have a line at the bottom. Therefore, a 7 is the only thing left it can be.
