Please my fellow FFR users, I need help in learning how to make those moving avatars. I have no clue how those people make those.

You can use macromedia flash, too. Actually, there are tons of programs out there you can use to make animated GIFs. Unfortunately, as Squeek said, it's incredibly time consuming and confusing if you've never done it before.
From what are you trying to make the animation? A video clip? Drawings?
When you have the individual images that you are going to animate in the .gif format, you can use the Microsoft GIF Animator to create it.
