At the bottom right area of the chat, you can click a mic... It should have a cross over it, meaning it's disabled. Click on it to enable it.

1) wrong forum
2) people have to click on your name in the video chat to want to listen to you. Because no one is clicked, that means they don't want to listen to a 13 year old nooblet.
