Every forum has their own stickies, so there's no set "sticky forum" just stickies for each different forums.

All "stickied" threads have the word "Sticky:" before the title of the thread begins. Each section of the forum (Chit Chat, Media, etc) has its own stickied threads. Some stickies apply only to that section of the forum while others are duplicates of the same sticky in hopes that new members will read them.

We highly recommend you read the stickies that have anything regarding rules in them before posting.
