Why is this missing?

I can't change my avatar/siggy or anything else because when I go to profile to do so, the whole info box is gone and no submit button. What the hell. Does anyone know why this is or what I can do?

I'd say it's a random glitch. Try reloading it.

If that doesn't help, clear your cache and reload it.

I think I cleared my cache. If somebody could tell me how to reload it or something... and it's been like this for like a week. It's making me mad cuz I wanna change my sig/av. If someone could please tell me what's going on, I would really appreciate it... I'm pretty sure it's staying like this, and it's pissing me off.
