How do I transfer credits

I know WHERE to transfer them but it wont work. I tried to transfer 10 credits to test it to my cousin but it says -failed-. Can anyone help me?

It's (the credit transfer system) broken, last I heard. Challenge him to a song and fail. Otherwise, get him to play more.
