Why won't the speed mods work?

I'm thinking that since everything is at a set speed of 300, speed mods would just make 300 faster. Yet since its more of a C300, speed mods can't work.

I don't think speed mods will work unless you change the speed you have now.

Or you didn't send me chocolate Zingers before the designated date. Who are you going to believe - Snapps or me? Well, I don't know ... Chromer has a pretty valid point too ... But I'd side with Snapps.
