No. Many artists have permissions stipulated on having content be non-downloadable, which would be required for porting to Etterna.

You can maybe find some mirrored content in-game that the Stepauthors have also graciously allowed downloads for elsewhere, but you cannot directly play content hosted in FFR in another game due to the stipulations that rushy mentioned above.
