There's a little bit of instruction in the FFR Noteskin Database thread towards the bottom of the first post. I'll post it here too.

I know that's not a lot but hopefully it's of some use to you.

Edit: I didn't realize the noteskin editor went through an update pretty recently, so I was given some basic steps to follow that would be more relevant:

1. Load Image.
2. Match the Grid Size for width/height.
3. Quick Setup (Bottom Right).
4. Click on the cell that the guide is requesting you to select.
5. Export JSON.
If the receptors don't rotate based on the column, then set Note Rotation to 0.
