it is, but the point of FFR is that it's not meant to be played offline. we get permission from artists to use their songs in-game on the condition that they are not downloaded from the game or site!
you could always try stepmania or osu! if you want some kinda "offline" rhythm game.

Gonna be honest, i not tech savvy enough to understand the file managment systems of those games, i can get osu to work on my laptop, i just don't know how to add packs or change the osu!mania display system.
i've tried multiple times to get Stepmania to run on my laptop but i download and run the application but it never works.... so i get stuck at step 1.

download osu!mania skins and download packs if you want to know how I'm sure there's a youtube video explaining that or a forum on google it's the basic questions on how to play the game that you'd have in every tutorial
