What I've gathered from messing with it for half an hour: Make a sprite sheet with your note skin, ideally one for each color and one for the receptors. Import the image into FFR. Set up the grid so that one sprite each is in each box in "[columns],[rows]" format. Click each color and designate where that color is on the sprite sheet for each direction. You can make a different skin for each direction if you want but you don't have to (it will auto rotate to match direction). If you just want the same skin for each direction just put the same co-ordinates in the "D,L,U,R" boxes for each color. The second column is rotation in degrees. If you just want to make a note skin out of one image, import an image, preferably 64x64 or smaller, and set the grid to "1,1" and put "0,0" in every box. Empty box is assumed 0.

It should be noted that only the Down direction actually need to be needs to be set for the game to use it for all 4 directions.

As an example, if the game wanted a Red Up arrow it would find it like this:
Red Up -> Red Down -> Blue Up -> Blue Down

Though for blue notes it's just:
Blue Up -> Blue Down

The second field after the grid position is the local note rotation, this is the value that is applied after the global rotation is added. At this time it's not actually hooked up/working though.

The only requirements for a custom noteskin is Receptor Down and Blue Down.

I also apologize for the editors look, it's super not intuitive as it was mostly meant for devs to test noteskins so the usage and understanding of the tool was implied.

It was a joke. In order to make those receptors I had to make each sprite on the spritesheet 800 pixels high. Also it was supposed to be rockband, hence the downscroll and weird set-up.
