I voted no, because I believe this will make reading old threads harder. For example, while the poster's name will be changed, the content of the post will not be modified.
For example, if I decided to change my username to TR4V15_FL35H3R, all past posts will still have people call me MarioNintendo or MN. This will be hella confusing for new posters who probably won't have the ability to track all of these changes. I think alt accounts are the way to go.
Yes, with conditions - for accountability reasons, a name-change history should be kept.
Also, credit costs should be a thing past the first one, which everyone would get for free.
one time change, keep a log or something on your ffr profile/forum left side thing with a "previously known as ______"
reading old threads being harder is stupid because the way people respond should allow you to discern who other people are. and if you're perusing old threads anyways, you'll be aware of name changes in general.
unless i guess, if you don't think you're mentally capable of inferring that someone got a name change!

i voted yes with condition. i was thinking maybe have it as a veteran exclusive to make veteran status an incentive again, and limit it to 1 name change per account.
