Woot, finally decoded the thing. The Cherry Ripe clue was especially helpful. It all uses a one-time pad cipher that utilizes modular subtraction. I'm honestly surprised I didn't try modular subtraction earlier, since it's something I'm aware of already. The reason why some of my message was correct is because it wasn't luck, but rather the modular alterations weren't required for certain number pairs since no carryover was required (ie. 7 minus 2 is 5, but 2 minus 9 is not -7 but rather 12 - 9 = 3, and this applies for every digit for each pairwise grouping, and then the two are taken together and transliterated into letters. .
