Rates only improve speed and readability; they do not help with accuracy whatsoever. Jacks aren't improvable on Rates, you would just have to mash the jack as fast as you can which I already have trouble doing.
Rates help in some ways, but it doesn't overall make you better.
I believe you mixed up how rates work given your 1.1x score has the same cmod as everything else. Rates speed up both the song itself and your cmod, so you'd play 1.1x with c732 ( = 805 / 1.1) to have the same scroll rate as usual but with the faster song.

You're completely wrong about everything except rates helping speed. Rates do make you overall better much more than you'd think.
By improving your speed, your comfort zone also rises, making slower jumpstreams/streams easier, which makes MA training much more effective.
Jacking also helps your MA believe it or not, and if you have to "mash the jack" (somehow) you're doing it wrong and the jacks are too fast for you. Rates also apply for jacking, they played a huge role on my improvement. You just probably won't need them as much in this case since there are a variety of jacking songs with different kinds of jacks and different bpms.
Also if you're aiming for MA, playing a higher key mode helps a shitload because it betters your control, just like playing really fast and bad patterned streams on 4k, but tiring yourself a lot less.
