In Stepmania 5.0 life difficulty 1 is the equivalent of life difficulty 4 in 3.9/3.95/4. When the results screen says Judge Difficulty 4 Life Difficulty 1 this is why.

It's been set at one every time I've installed it. I've had the developers confirm it cuz it seemed weird to switch from 4/4.

Death Moon Edit and shit like that are spread, Outlaw, Earthquake etc are index and the life level is 100% legit for Stepmania 5.

Not really tbh. You're not even playing indexable files. I'd suggest downloading Tachyon Epsilon, Delta, and Gamma, Aoero's index Jawns to get started.

Edit: Pendulum, Casuality Violation, shrapnelstreamz, Cirque du Veyron, and Zonda are good as well.
