Not the best chart, some of the transitions into and out of the 1[23]4s are a little uncomfortable, but at least the chart is somewhat synchronized to the song behind it
Meh, why so extreme about it. There's a mix of swing rhythms and a bit of abstract charting to emphasize the banjo sliding notes. Sure it may not be your cup of tea, but bit weird to particularly hate on that file.
The vast majority of players don't use the column colors mod, and for that majority that relies on the colors of the notes for timing, that intro is completely incomprehensible. Even if this song was in some sort of polyrhythmic 192nd note swing, like the chart suggests, there are ways to go about charting it that could represent that rhythm in a more mentally digestible way. The main issue is that the song just... isn't. There's nothing in the song that warrants being charted more granularly than 32nd notes, and yet April decided to use every color in the game other than cyan and pink for shits n gigs. There's plenty of other questionable charting decisions throughout the rest of the song that would've already raised some concerns as to whether this deserved its place in the tournament, but that war crime of an intro solidifies this as the worst publicly released song since hff.

I don't see how mashing through a chart 3 divs above my skill level would change my opinion on it, but I have now, and it didn't.
