Dark ambient technically works, but it's not really the best descriptor to use at all - it jumps around between far too much area to really label it with a single genre
The track changes far too much to be considered ambient, you get this ethereal feeling for the first 30 seconds and then you have this suburban atmosphere for the next 20. The piano used in it is completely discordant to the given atmosphere unless you're trying to create tension, in that case your piano sample is far too short. The telephone is probably unnecessary as well, way too much going on for it to be used as background music at all
