The Steroid Problem

Why is it that the US Government is getting in the way of the MLB fixing the problem? Another thing I honestly believe that the population as a whole brought this upon the players and the game itself. By wanting more action in the game we forced the players to get bigger and stronger in unatural way by taking HGH and other steroids. So why are we punishing these players now for something that could have been stopped years ago back in the 90's.
