C would be the one who would have to make the guess.
cause think about it.. D can't answer, and neither can A or B.
D can see C and B, but can't guess his own hat color. B can't see anyone and also can't guess his own hat color. A is in the same situation as B, where he can't see anyone and can't guess his own hat color.
Since A, B, and D are silent, that leaves C. C knows he is wearing a black hat because if D saw that both B and C were wearing white hats, then he would have answered. But since D is not making a guess, C knows that he must be wearing a black hat as he can see that B is wearing a white hat.
So C makes the guess that his hat is black, and they are all saved.

c, if i can recall correctly. this was in an iq test i read ages, and reoccurred as a question in a pre-calc class one day

lame. all i can think of: since D can see black and white hats in from of him he has the best chance (50/50) to guess his color...
